Idioms & proverbs are pearls of wisdom that offer advice or insights into life while imparting to the language a more vivid colour. These pearls are rooted deep in the culture of the language and its people.

Saying:

दाता ते मूंजी भलो, जो झट दे उत्तर दे ।
The miser is better than the philanthropist, at least he replies immediately.

Meaning:

Philanthropists who want to protect their reputation as benefactors but are reluctant to help usually hold out hope without making firm commitments. On the other hand, a person with no such reputation to protect has no qualms about refusing, thus leaving the needy free to try other avenues.

Hence it says that the miser who replies immediately is better than the philanthropist who keeps delaying.
